Tourism Cabinet Secretary Alfred Mutua warned of the East African Portland Cement Company Limited Land scandal in 2015, Nairobi Leo has established.
Then, Mutua was serving as the Governor of Machakos County.
The revelations come at a time when hundreds of residents are counting losses after the houses they constructed on the EAPCC land were demolished by the government.
In a letter to the then EACC CEO Halakhe Waqo in 2015, Mutua raised concerns that the land was being sold to the people yet it was still a property of EAPCC.
"I write to request an urgent investigation into ongoing corruption and land grabbing of East African Portland Cement Company Limited land L.R. No. 7815/1, 10424, 10425, 8784/4 and 8786 located in Athi River, Machakos County," Mutua's letter to EACC dated November 13, 2015, read in part.

"The land leased to East African Portland Cement Company Limited has started being grabbed, subdivided, and sold without the knowledge of the East African Portland Cement Company Limited Board and my Government of Machakos. According to the Portland Board, documents in their possession show that the leases are far from expiring."
Mutua claimed then that squatters were being imported to the land to create an environment for land invasion and grabbing.
In the letter, Mutua recommended some players to be probed over the matter.
"We have been informed that many players are involved and I request that among others, the following be investigated: Mavoko MP, Patrick Mukau, Capable Land Officers in the Ministry of Lands, Nairobi, other elected leaders, and brokers," Mutua stated.
At the time, Mutua informed the EACC that people had already bought plots and started constructing.
"My Government has not approved sub-division, planning or building permits. Many people, we suspect, have been conned," Mutua said.
In the letter Mutua copied then-acting Lands CS Fred Matiangí, Former Chief of Staff and Public Service Joseph Kinyua, For DCI Boss Ndegwa Muhoro, Then chairman of National Lands Commission Muhammed Swazuri and William Lay who was the chairman of the Board of Director at EAPCC.
