The Judicial Service Commission (JSC) has appointed Joseph Ouma Osewe as the Director, Planning and Organizational Performance in the Judiciary.
In a statement on Thursday, February 8, JSC said the Osewe’s appointment took effect on January 31, 2024.
Osewe who boasts over 25 years of work experience in strategic & performance management will be responsible for the planning and coordination of the institutionalization of Performance Management Systems in the Judiciary for informed policy decisions and expeditious delivery of justice.
“The Directorate of Planning and Organizational Performance (DPOP) coordinates the development and implementation of performance management systems in the Judiciary, to enhance accountability and efficiency in the administration of justice,” JSC stated.

Before his appointment, Osewe served as the Assistant Director- Planning & Performance Management - Quality Assurance & Innovation, in the Judiciary for the last decade.
He has also worked for the Kenya Wildlife Service as the Deputy Director, Strategy & Change Division, and as a Training & Advisory Services Officer & Standards Engineer at the Kenya Bureau of Standards.
Osewe holds a Doctor of Philosophy degree in Business Administration from Jomo Kenyatta University of Agriculture and Technology, a Master of Business Administration degree from Kenyatta University, a postgraduate Diploma Certificate in Data Science and Business Analytics from the University of Texas at Austin, a post-graduate certificate in Environmental Impact Assessment and Audit as well as a Bachelor of Technology degree from Moi University.
He is also a practitioner of the Chartered Quality Institute (UK), a member of the National Quality Institute and Kenya Institute of Management (MKIM), and a registered Graduate Engineer (EBK).
Additionally, Osewe holds professional certificates in Strategic Leadership Management Program (SLDP) from the Kenya School of Government, Strategic Change Management, Balanced Score Card Professional (BSCI-USA), ISO Quality, Environmental, Information Security Management Systems among others.
