Machakos Governor Alfred Mutua has weighed in on President Uhuru Kenyatta’s recent re-organisation of government, stating that the appointments are not based on merit.
Speaking on Thursday morning, Governor Mutua claimed that the Head of State had appointed some individuals because of patronage and not their capabilities and expertise.
He claimed that President Kenyatta had appointed a former Machakos County employee that he fired due to corruption and inefficiency.
“If there’s anyone to blame for the political chaos in this country it is President Uhuru Kenyatta. President Kenyatta has appointed CASs for patronage not abilities. I see some who I fired from my government for corruption and inefficiency,” he said.

Governor Mutua was most likely referring to Jackson Musyoka Kalla; a former Chief Officer in Machakos County who has now been appointed as Chief Administrative Secretary (CAS) in the Ministry of Labour and Social Protection.
While making the appointment, the Head of State noted that they were meant to improve efficiency in service delivery.
“The presidential action seeks to foster operational efficiency, institutionalise and expedite the implementation of various ground-breaking reforms, and introduce functional changes that shall make ministries and State departments more effective and able to deliver on their mandates,” a statement from the Executive Office of the President read in part.
