The Ethics and Anti-Corruption Commission (EACC) has arrested Kisii County Deputy Clerk Daniel Mbaka Omwoyo and former Kisii County Assembly Speaker David Ondimu Kombo over irregular recruitment in the county.
In a statement on Tuesday, April 8, EACC said that Omwoyo unlawfully appointed his niece, Everline Maraburi, as a Clerical Officer in the Kisii County Assembly without following recruitment procedures and approvals of the County Public Service Board.
“EACC investigations established that Mr. Omwoyo irregularly and unlawfully appointed his niece, Ms Everline Maraburi, as a Clerical Officer at the County Assembly, without the approval of the County Public Service Board or following the laid down recruitment procedures,” read the statement in part.
According to EACC, Maraburi was irregularly engaged as the Speaker’s Personal Assistant on permanent and pensionable terms contrary to the Salaries and Remuneration Commission’s Regulations that entitled the Speaker to appoint selected staff, including a PA on contract.

“The former Speaker used his office to confer a benefit by allowing Ms. Maraburi to be appointed,” EACC stated.
Omwoyo was arrested and arraigned before Hon. Nyariki at Kisii Law Courts on Monday, April 7, where he pleaded not guilty to abuse of office charges.
He was released on a cash bail of Ksh 50,000 or a bond of Ksh 100,000 with a surety of a similar amount.
Kombo, on the other hand, is expected to be arraigned in court on Tuesday and face charges of abuse of office.
