Former Chief Justice David Maraga has opposed the formation of a committee to oversee the 10-Point Agenda outlined in the Memorandum of Understanding (MoU) signed between UDA and ODM and the National Dialogue Committee (NADCO) outcomes.

In a statement on Friday, August 8, Maraga dismissed the committee as yet another costly and ineffective exercise that would fail to address the real issues facing Kenyans.

"We reject the UDA-ODM Committee on the 10-Point Agenda and NADCO. The formation of this Committee follows a host of committees, task forces, and commissions that have been formed for various purposes, with little in the way of results," he said.

Maraga criticised the political elite for perpetuating as a system designed to benefit only a few powerful individuals at the expense of the public.

"No one is blind to the fact that nothing changes because the same sludge of systemic rot that benefits the few stays in place, the same corrupt players pull the strings, and political power-grab remains the core intention. Elite capture of the economy intensifies with all these pata-potea Committees and Handshakes," he added.

Maraga accused political leaders of creating bureaucratic bodies that serve no real purpose other than consolidating power, at the expense of taxpayers.

"The formation of these bureaucratic bodies is a deceit that comes at great expense to the taxpayer. This repeated insult against the intelligence of Kenyans will not go unchallenged. What Kenyans want is real systemic change. What they are getting is reckless performative governance by a lazy leadership whose investment is purely in elite bargains," he further said.

Maraga argued that any special or ad hoc committees must have clear mandates aimed at genuine reform, rather than political theatrics.

"If and when there’s a need for ad hoc committees, they must have the capacity to reset governance to the rule of law, restore the humanity of ordinary Kenyans lost through games of selfish elite power-grabs, and rebuild the institutions that must hold leaders accountable," he concluded.

President William Ruto and former Prime Minister Raila Odinga appointed the five-member committee on Wednesday, August 6.

"Today, 6th August 2025, the Principals announce the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda," the statement read.

Agnes Zani was appointed to serve as the committee Chairperson, while Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo have been appointed to serve as members.

Additionally, to support the committee’s operations, the two leaders said a structured secretariat has also been put in place.

"A Joint Secretariat, co-led by Executive Secretaries from UDA and ODM, has also been established to support the Committee's operations. The Committee will be fully funded and facilitated by both UDA and ODM," the statement added.
