In a statement on Thursday, November 13, NPS revealed that it has put in place a detailed and well-coordinated security strategy developed in partnership with the Independent Electoral and Boundaries Commission (IEBC).

"The National Police Service (NPS) wishes to assure the public and all stakeholders of its comprehensive preparedness and unwavering commitment to providing adequate security before, during, and after the upcoming by-elections.

"In line with our constitutional mandate to ensure the safety and security of all persons and property, we have developed a robust, multi-faceted security plan. This plan has been coordinated closely with the Independent Electoral and Boundaries Commission (IEBC) to facilitate a peaceful, free, fair, and credible electoral process," the statement read.

NPS urged all political players and their supporters to uphold peace and abide by the law throughout the campaign and election period. 

The service warned that any form of misconduct would attract firm legal consequences.

"The NPS calls upon all political candidates, their supporters, and agents to conduct their campaigns peacefully, responsibly, and in strict adherence to the law. We will not tolerate any form of violence, incitement, hate speech, destruction of property, or disruption of public order. 

"Politicians are urged to promote peace and tolerance and to be mindful that any unlawful actions will be met with the full force of the law," the statement added.

This comes a day after former Deputy President Rigathi Gachagua wrote to Inspector General of Police Douglas Kanja demanding action against individuals he claimed were threatening violence ahead of the upcoming Mbeere North Constituency by-election.

In his letter to Kanja on Wednesday, November 12, he raised alarm over widely circulated social media videos showing individuals issuing threats of violence ahead of the November 27 polls in Mbeere North.

Gachagua identified specific individuals he claims are threatening violence, including Simon Njagi Njiru (alias Gitundu wa Gitundu), Josiah Kariuki Ngari (alias Mtetezi Puff), and Susan Nyaga, among others.

He stated that these individuals have issued threats of violence against him and Mbeere North residents when he campaigns for his preferred candidate from November 16 to 24, 2025.

"Despite the evidence and information in your custody, the above persons have not been arraigned. We demand that ahead of the by-elections, the above persons must be arrested immediately, arraigned, and charged under the penal code," the letter reads.

Gachagua further alleged that people appearing in the threatening video are closely associated with senior government officials, specifically naming Mbarire and Ruku.

"We further demand that the people of Mbeere North be allowed to exercise their democratic right to vote a candidate of their choice; no one shall be allowed to force a candidate on the people," he stated.

Gachagua reminded Kanja of his service to the nation in various capacities, including as the second Deputy President of Kenya, and urged him to fulfill his civic responsibility by addressing the security concerns.

"It will go down in history that you are the only IG in Kenya to have presided over epochs and a total breakdown of the rule of law in Kenya. A criminal charade has taken toll on Kenyans; no one feels safe in our cities or villages as you watch and enjoy full information and power to stop the mess," he wrote.

Gachagua informed the IG that he will be in Mbeere North Constituency from November 16 to November 24, 2025, to campaign for his preferred candidate as part of his constitutional rights.

He stated that he has credible intelligence that state-sponsored goons harassing him and his supporters have been fully mobilized for Mbeere North ahead of his arrival.

"Further, be informed that we have credible intelligence of the government's plans to disrupt the electoral process in Mbeere North, a matter that the people of Kenya shall not accept," he warned.
