The DCI has appealed to members of the public for information that could lead to the arrest of a suspect, who is wanted in connection with investigations into allegations of obtaining money by false pretences.

The Directorate of Criminal Investigations (DCI) has appealed to members of the public for information that could lead to the arrest of Elizaphan Mayenga Michira, who is wanted in connection with investigations into allegations of obtaining money by false pretences.

In a notice on Wednesday, September 16, the DCI said Michira, whose photograph has been released by the DCI, is listed as being from Borabu District, Borabu Division, Makenene Location and Matutu Sub-Location.

According to the DCI, the suspect allegedly targeted job seekers by claiming he could facilitate employment opportunities and travel to Canada.

"The suspect is alleged to have posed as a person capable of facilitating employment opportunities and travel to Canada, targeting job seekers with promises of positions including Nurse Aides, storekeepers and truck drivers," the notice read.

The DCI said Michira allegedly demanded substantial amounts of money from prospective applicants, purportedly to cover various expenses associated with travelling and securing employment in Canada.

Investigators further established that some of the documents and travel arrangements presented to complainants were fraudulent.

"Investigations established that some of the documents and travel arrangements presented to the complainants by the suspect were fraudulent.

"The matter has since been registered before the Milimani Law Courts under CR No. 011/14/2026 and Criminal Case No. E223/2026, where a warrant of arrest has been issued and remains in force," the notice added.

The DCI said Michira remained at large as detectives intensified efforts to trace and apprehend him.

The agency urged anyone with information that could help locate the suspect or facilitate his arrest to report to the nearest police station or contact the DCI through its anonymous reporting channels.

"Members of the public who may have information regarding his whereabouts, or any information that could assist in his arrest, are urged to report to the nearest police station or anonymously through #FichuaKwaDCI. Call 0800 722 203 (Toll-Free) or WhatsApp 0709 570 000. All information received will be treated with the utmost confidentiality," the notice concluded.

This comes a week after the DCI appealed to members of the public to provide information that could help authorities arrest Ben Shapaya, who is wanted in connection with a case before the Kibera Chief Magistrates’ Court.

In a statement on Monday, September 7, the agency said Shapaya was arraigned before the court on June 10, 2025, and charged with the offence of cheating.

He later failed to appear in court, leading to the issuance of a warrant for his arrest.

"The suspect is reported to have posed as a medical doctor based in Mombasa and obtained money from several unsuspecting individuals by falsely claiming that he could facilitate the importation of motor vehicles from Japan on their behalf. 

"He is accused of subsequently defrauding the victims of their hard-earned money," the statement read.

The DCI said Shapaya is wanted pursuant to a warrant of arrest issued by the Kibera Chief Magistrates’ Court in Criminal Case No. E599/2025.

"The DCI is therefore urging anyone who may have information regarding Shapaya’s whereabouts to come forward and assist in bringing him to justice," the statement added.
