A new report by Mzalendo Trust has revealed the scorecard for Members of Parliament (MPs) and Senators for the year 2020.
According to the report, 2020 saw the number of mute MPs and Senators increase from 21 to 31 and one to three respectively.
Mute lawmakers refer to MPs and Senators who never made any contribution in the plenary last year.
It is worth noting that some of the MPs who never spoke in Parliament in 2020 are the most vocal outside the house, and are always on the frontline defending their party leaders.

According to Mzalendo Trust Executive Director Caroline Gaita, the 2020 Parliamentary session was affected by Covid-19, therefore affecting the scorecard. However, she noted that disruption was not unique to Kenya as the pandemic was worldwide.
“These challenges, including in performance, are not unique to Kenya but are consistent with the challenges that faced legislatures across the globe as they sought to adjust their sittings, operations, and resources to respond to the pandemic.
“The scorecard is based on every member’s (National Assembly and Senate) contribution as captured by the Hansard and is aimed at increasing legislative transparency while providing citizens an opportunity for public participation and tracking of their members’ performance,” Gaita said as quoted by a local daily.
