Narc Kenya party leader Martha Karua on Friday accused the executive of lack of understanding of the role of the Constitution of Kenya.
Speaking during her submissions at the Court of Appeal, Karua said that the constitution exists to limit the exercise of authority.
The former Justice Minister is part of the Linda Katiba lobby group that has been against calls for the Building Bridges Initiative constitutional amendment.
"Constitutions exist to limit the exercise of authority and this does not appear to be understood by the Executive in Kenya," said Karua.
She called on the seven-judge bench hearing the BBI appeal case warn state officers who have been misusing public funds and when asked they treat Kenyans as their enemies.

"It’s happening… state officers take Kenyans who question them as their enemy instead of serving them equally with others. These are the questions that are before this court and they demonstrate impunity which permeates rank of state officers," said Karua.
Karua insisted that it is only through the intervention of the court that Kenya will be saved.
"It is through the decree of this court, without fear that this country will eventually achieve the transformation envisaged by the 2010 Constitution," she added.
The hearing of the BBI appeal case began on Tuesday and comes to an end on Friday (today).
