The Ministry of Education has directed all schools to fill out fee declaration forms and submit them to the Ministry headquarters by February 9, 2024.
In a notice on Friday, February 2, Basic Education Principal Secretary Belio Kipsang said the declaration forms must be countersigned by the Sub County Director of Education.
PS Kipsang noted that the forms must be submitted in both soft and hard copies to the Ministry headquarters.
“All schools are required to fill fee declaration form and countersigned by the Sub-County Director of Education in the format attached. Every Sub-County Director and County Director of Education will be held liable for any breach within their area of jurisdiction.
“All completed forms be submitted to the Ministry Headquarters by 9th February 2024 in both hard and soft copies. Soft copies should be submitted via [email protected]. The sample format has been emailed,” the notice read in part.

At the same time, PS Kipsang ordered Regional and County education directors to report any school principal, board of management, and head teachers charging unauthorized Levies.
“County Directors and Sub County Directors of Education should utilize a multi-agency approach to ensure adherence to the authorized fees structure and implementation of Free and Compulsory Basic Education,” Kipsang stated.
The Education PS also noted that the lunch program for day secondary schools is optional and no learner should be denied schooling for failure to pay the same.
Kipsang further directed all secondary schools to adhere to the authorized fees structure under Kenya Gazette Notice No. 1555 of March 2015 payable in the spread ratio of 50 percent 30 percent, and 20 percent in the first term, second term, and third term respectively.
