Former Prime Minister Raila Odinga has accused Members of Parliament of what he called "greed" in carrying out their duties.
Speaking in a press briefing on Friday, November 15, in Nairobi, Raila claimed that some MPs were carrying out functions that are meant for county governments.
The former PM asserted that according to the constitution, functions such as construction of roads and health are meant to be carried out by county administrations.
“I’m asking MPs to be more patriotic and move away from functions which are not theirs. I feel very frustrated because I was involved in the drafting of this Constitution and we how exactly it's supposed to work.
"But the greed of MPs, they want to be constructing roads and health centers, they want to be contractors themselves. Who is going to oversight the government if the oversight is the implementer? It does not happen anywhere in the world,” Raila remarked.

The former PM went ahead to state that it is unfair for governors to be blamed for lack of development in their counties.
"I find it very unfair that governors are being blamed for lack of development in their counties. Members of Parliament should move away from trying to carry out responsibilities of the county government," he stated.
Raila called upon the National Assembly and the Senate to ensure that county governments receive their rightful shares of revenue.
"People know the roles and responsibilities assigned to positions they choose to run for and nobody should attempt to change them midway. It's urgent that both houses unite to ensure county governments get their rightful share of funds to serve the people," Raila explained.
