President William Ruto has put Chief Executive Officers (CEOs) of 34 government agencies on notice over eCitizen.
Speaking on Thursday, November 28, during the first anniversary of the eCitizen Directorate at KICC, Nairobi, President Ruto noted that the agencies had not complied on uploading their services on eCitizen.
"I was sent a list this morning of agencies that haven’t complied and I want to put them on notice. The people who feel are playing games with us. The CEOs of the following entities are put on notice," President Ruto remarked.
Among the agencies put on notice by the president are the Energy and Petroleum Regulatory Authority (EPRA), Kenya Power and Lighting Company (KPLC), Rural Electrification and Renewable Energy Corporation (REREC), Geothermal Development Company (GDC), Kenya Petroleum Refineries Limited, National Defence University, Kenya Space Agency and Kenya Shipyards Limited.
Others are the Private Security Regulatory Authority (PSRA), Nairobi International Financial Centre, Kenya Reinsurance Corporation, Financial Reporting Centre, Kenya Institute of Supplies Management (KISM), Consolidated Bank of Kenya, Development Bank, Kenya Accountants and Secretaries National Examination Board (KASNEB), Institute of Certified Public Accountants of Kenya (ICPAK) and Institute of Certified Secretaries.

The Head of State also put on notice the CEOs of the Digital Health Authority, Kenya BioVax Institute Ltd, Kenya National Public Health Institute (NPHI), Kenya Health Human Resource Authority, Kenya Water Institute, Tanathi Water Works Development Agency, Water Sector Trust Fund, Kenya Engineering Technology Registration Board, Kenya Ports Authority (KPA) and Independent Policing Oversight Authority (IPOA).
Similarly, CEOs of the National Cancer Institute of Kenya (NCI), Kenya Hospital Authority Trust Fund (KHATF), Kenya Nutritionists & Dieticians Institute (KNDI), Health Records and Information Managers Board, National Syndemic Diseases Control Council (NSDCC) and Occupational Therapy Council of Kenya (OTCK).
President Ruto further gave the agencies a week to comply with his directive of uploading their services on eCitizen.
"These entities are yet to comply with my directive that their services, payments, and revenues must be on eCitizen platform so that Treasury can follow on the revenues that are being collected by the government. They have one week to comply. Otherwise, they know what to do. They can make use of the door," President Ruto remarked.
He further cautioned government agencies that complied but resorted to alternative methods of making payments, warning that they would face consequences.
Meanwhile, the president noted that eCitizen has redefined public service delivery, adding that the platform hosts 20,855 services and boasts a thriving community of 13 million active users.
"ECitizen is not just a digital service delivery platform; it represents a paradigm shift that has redefined public service delivery in Kenya and profoundly impacted lives. In many ways, both big and small, our understanding and expectations of how public services are provided have fundamentally changed," President Ruto explained.
