The National Assembly Departmental Committee on Defence, Intelligence and Foreign Relations has raised alarm over the recent move by nominees to decline President William Ruto's appointments.
In its report on the recent vetting process for various diplomatic nominees, the committee noted that two nominees had declined Ruto's job offer for diplomatic roles in Ghana.
The committee referred to Former West Mugirango MP Vincent Mogaka in 2024 and former ICT CS Margaret Nyambura in 2025.
Consequently, the committee advised the government to always carry out due diligence before the President nominates various individuals for such roles.

"The recurring trend of nominees declining to attend approval hearings in parliament implies a lapse in the due diligence process by the authorities responsible for recommending individuals to the appointing authority," read the report in part.
"The committee recommends that the Ministry of Foreign and Diaspora Affairs, alongside the Chief of Staff and Head of the Public Service to enhance the rigor of their due diligence processes and ensure nominees are consulted, concur and are ready to serve the country to avoid incidents of nominees turning down the nominations."
In 2024, Mogaka declined the offer to represent Kenya in Ghana citing family reasons.
Equally, in January 2025, former ICT CS Margaret Nyambura declined the job offer noting that she made the decision owing to personal reasons.
" I wish to inform you that I would not appear before the said committee at the time and venue specified for approval hearing," she detailed in a letter to the committee.
"This has been compelled by my personal and family matters which matters taking into consideration would not allow me to take up the position as the High Commissioner to Ghana as nominated by President William Ruto."
