Controller of Budget Margaret Nyakang'o has revealed millions of taxpayers' money that was used to fund former Prime Minister Raila Odinga's campaigns for the African Union Commission (AUC) chairperson seat.

In the report covering the budget implementation for the first nine months of the financial year, the State Department of Foreign Affairs had targeted to use Ksh523,843,745.

However, the CoB, in her report dated Tuesday, June 10, indicated that only Ksh216,275,405 was approved for use by her office.

According to the report, the funds were allocated through Article 223 of the Constitution, which allows for government to seek funds that were not appropriated in the budget.

"Article 223 of the Constitution allows the national government to access additional funding during the budget implementation by spending money that has not been appropriated if the amount appropriated for any purpose under the Appropriation Act is insufcient or a need for unbudgeted expenditure arises for which no amount has been appropriated, or money has been withdrawn from the Contingencies Fund." read the report in part.

Haiti Mission

In the first nine months of the current financial year, the National Police Service received funding of Ksh181,079,483 in September 2024.

 Another Ksh229,380,303 to support the mission in Haiti was approved by the CoB in March this year.

Similar to the expenditure for AUC campaigns, the funding was drawn in accordance with Article 223 of the Constitution.

Currently, Kenya has some of its officers stationed in Haiti who are supporting a multinational support team in fighting the gangs.

A contingent of 217 left the country in January this year to join their colleagues in the Caribbean nation.

More officers are expected to be deployed to Haiti in the coming months.
