Detectives in Nairobi have arrested a 28-year-old man accused of making fake medical documents, including vaccination cards and health stamps. 

In a statement on Wednesday, August 20, the Directorate of Criminal Investigations (DCI) said the suspect, identified as Desmond Omollo Ogutu, was arrested in the Claywork area of Kasarani following a targeted operation by the Transnational Organised Crime Unit.

"Detectives from the Transnational Organised Crime Unit (TOCU) have apprehended 28-year-old Desmond Omollo Ogutu for making false documents. The arrest took place in Clayworks area of Kasarani, Nairobi County, where detectives acted on credible leads, taking the suspect into custody," the statement read.

According to the DCI, a search of his residence yielded a large cache of forged items, including stamps linked to health services and international vaccination records.

"A thorough search of Ogutu’s residence uncovered a treasure trove of incriminating evidence, including a collection of fake stamps from Port Health Services for Wilson Airport, a counterfeit seal of a Port Health officer for Wilson Airport, and stamps fraudulently inscribed with 'Injectable Polio Vaccine' and 'Stamaril Pasteur.'

"The haul also featured stamps bearing the writings 'Gertrude Children’s Hospital' and 'Dr. Desmond Ogutu,' as well as 274 blank International Certificates of Vaccination and 91 single-dose vaccination cards," the statement added.

DCI noted that investigators believe the forged documents were part of a wider smuggling network after earlier seizures at Jomo Kenyatta International Airport (JKIA).

"Investigations have since linked Ogutu to forged yellow cards recovered from six Somali nationals intercepted at the Jomo Kenyatta International Airport on August 8, 2025, while being smuggled to Libya via Egypt," the statement further read 

The suspect was presented before the Kahawa Law Courts on Wednesday, but the session was adjourned after his lawyer failed to join the virtual proceedings on time. 

Ogutu remains in custody at Muthaiga Police Station, with the case scheduled for mention on Thursday, August 21.

This comes days after detectives in Garissa arrested a government official and recovered suspicious items, including Kenya Defence Forces (KDF) badges, fake title deeds, ammunition, and fraudulent land documents.

In a statement on Tuesday, July 29, DCI said the suspect, identified as Antony Githua Mwangi, a public officer working at the Ministry of Lands in Garissa, was intercepted while driving a black Toyota Prado along the Garissa-Lamu road.

Following a search of the vehicle, detectives recovered three rounds of 9mm Colt ammunition, six personal cheques each valued at Ksh500,000, KDF badges bearing the rank of Captain, and four mobile phones of various makes.

The arrest prompted a coordinated search at Mwangi’s Madogo, Garissa County, residence. 

Accompanied by the suspect’s brother, detectives discovered five live rounds of 7.62 x 51mm ammunition, thirty blank title deed documents, a lease certificate, and other official land-related paperwork.

"A further search at the suspect's residence in Thika and Ruiru yielded additional items, including an original title deed of a land in Kajiado, an application for consent of the Lands Control Board in Kajiado, and assorted land documents used by the suspect for fraudulent land transfer," the statement read in part.
