The National Assembly’s Committee on Delegated Legislation has raised concerns over the recruitment of police constables online.
During a session on Tuesday, September 23, where National Police Service Commission (NPSC) Chairperson Amani Komora and CEO Peter Leley appeared before the committee, MPs cautioned that online recruitment could disadvantage many young people without internet access.
However, Leley defended the online police recruitment, saying it will be carried out through a hybrid system
The NPSC CEO explained that applicants who are unable to apply online will be assisted physically at the centers.
“We will not discriminate against anyone. Our officers will have gadgets on the ground to help applicants complete the process,” said Leley.

The committee chairperson, Samuel Chepkong’a, pressed the commission to explain what measures it would put in place to guarantee integrity in the exercise.
“This Commission was recently constituted. Can you assure Kenyans that the planned recruitment will be transparent?” Chepkong’a asked.
In response, Komora said the NPSC Recruitment and Appointment Regulations 2025 will streamline the process, promote transparency, and ensure a merit-based system that strengthens public trust.
“We want to assure the nation that the exercise will be free, fair, and transparent. Officers supervising recruitment will take an oath of integrity and will be held personally responsible if they break the law,” said the NPSC chairperson.
On September 19, the NPSC announced the nationwide recruitment of 10,000 police constables.
The recruitment exercise will take place from October 3 to October 9, 2025, in 416 centres across the country.
It targets Kenyans aged between 18 and 28 years with at least a D+ in the Kenya Certificate of Secondary Education (KCSE).
The applicants are required to present their original academic certificates and national identification cards.
They should also be physically and medically fit, and be of good character, with no criminal record or pending criminal charges.
According to NPSC, female candidates must not be pregnant at recruitment and during the entire training period.
Interested applicants are required to download and complete the prescribed application form, which is available on the following websites: npsc.go.ke, dci.go.ke, administrationpolice.go.ke, kenyapolice.go.ke, nationalpolice.go.ke, and mygov.go.ke.
Alternatively, the applicants can pick the police recruitment forms from Huduma Centres countrywide.
