The Social Health Authority (SHA) has dismissed reports claiming that whistleblower Andrew Kipkurui Rotich has been fired.

In a statement on Wednesday, October 1, SHA Board Chairperson Abdi Mohamed clarified that Rotich remains an employee of the authority and is currently serving as a senior officer.

“Mr. Rotich has not lost his job. Mr. Rotich remains an employee of the public service deployed to the Social Health Authority, currently holding the position of Senior Officer.

“His current temporary deployment and tenure are protected under the transitional arrangements,” the statement read in part.

Mohamed also explained that Rotich was previously shortlisted for a Deputy Director position, but a court ruling in May 2025 nullified the recruitment exercise and directed SHA to do the process afresh.

According to the SHA board chairperson, Rotich did not apply for the Deputy Director position in the subsequent recruitment process.

“This second recruitment process for Director, Deputy Director, and Assistant Director positions closed on 19th August 2025. The SHA Recruitment Portal records attached confirm that Mr. Rotich did not apply for the position of Deputy Director, Internal Audit in this exercise.

“He submitted only one application for this tier, specifically for the position of Assistant Director, Internal Audit. Neither did he submit a physical application for any position,” Mohamed stated.

This comes after the Institute of Certified Public Accountants of Kenya (ICPAK) called for an impartial review into SHA’s recruitment exercise.

 ICPAK chairperson Elizabeth Kalunda said that ICPAK had noted from media reports that one of its members, who was a whistleblower in a corruption matter, has lost his job.

“The Institute urges the Social Health Authority and the Ministry of Health to uphold fairness, justice, and due process in the case of CPA Rotich. We stress that this issue relates to an individual and the principle that professionals serving the public interest must be protected from vulnerability,” Kalunda stated.

The ICPAK chair also appealed for the protection of whistleblowers and evidence, including security guarantees for Rotich and his family.

“We demand the safety of whistleblowers by ensuring security for CPA Rotich, his family, and other parties contributing to accountability efforts,” she said.

Further, Kalunda said they will move to the Ethics and Anti-Corruption Commission (EACC) over the matter.

“As part of our collaborative efforts to strengthen ethical leadership and financial integrity, we will head to EACC to formally submit our press statement and action points,” Kalunda added.
