The National Construction Authority (NCA) has appointed Quantity Surveyor Susan Rutto as the Acting Executive Director/Registrar of Contractors and Secretary to the Board.
The National Construction Authority (NCA) has appointed Quantity Surveyor Susan Rutto as the Acting Executive Director/Registrar of Contractors and Secretary to the Board.
In a statement on Tuesday, September 8, the authority said Rutto assumed the role on September 4, 2026, taking charge of the institution during a transition period.
According to NCA, she brings more than two decades of professional experience in the construction industry, having worked across both the private and public sectors.
"Rutto is substantively the Authority's General Manager, Registration and Accreditation, a position she has held since June 2020. Prior to this, she served as Manager, Registration and Compliance from December 2013.
"She was among the Authority's key founding staff members and played a pivotal role in establishing the contractor registration function, including the development of the evaluation criteria and the initiation of the contractor registration process, among other key strategic initiatives at the Authority," the statement read.

According to NCA, Rutto holds a Master's degree in Business Administration (MBA) from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi.
She is a Registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors (BORAQS) Kenya, a licensed Lead Expert in Environmental Impact Assessment (EIA), and a Corporate Member of the Institute of Quantity Surveyors of Kenya (IQSK).
Before joining the NCA, Rutto worked at the then Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works in the State Department of Public Works, where she rose to the position of Superintending Quantity Surveyor.
"The Board is confident that Rutto's institutional knowledge, leadership experience and understanding of the construction industry will provide the Authority with the continuity and strategic direction needed during this transition," the statement added.
Elsewhere, the National Infrastructure Fund (NIF) board has appointed James Mworia as the founding Chief Executive Officer (CEO).
In a notice on Monday, September 7, the NIF board said Mworia was appointed following a competitive recruitment process.
"The Board of the National Infrastructure Fund is pleased to announce the appointment of Dr James Mworia, MBS, as founding Chief Executive Officer, following a competitive recruitment process with effect from 7 September 2026," the notice read.
The board expressed confidence that Mworia will lead the NIF in mobilizing capital and delivering key infrastructure projects.
"The Board is confident that Dr Mworia's record of building institutions and enterprises, mobilising capital and bringing investments to market will enable NIF to deliver critical infrastructure, deepen Kenya's capital markets, raise productivity and strengthen Kenya's competitiveness," the board said.
In the new role, Mworia will be tasked with leading the dual mission of establishing NIF as a credible national investment institution and building the infrastructure enterprises required to deliver its mandate.
"Dr Mworia's initial priorities will include establishing NIF's organisation, people, systems and institutional culture; operationalising its governance, investment and risk-management frameworks; developing a credible and investable project pipeline; mobilising co-investment capital; and progressing priority projects through rigorous appraisal, structuring and execution," the board stated.
Mworia brings more than 25 years of professional experience in investment management, enterprise development and capital allocation.
