Interior Principal Secretary Dr. Karanja Kibicho has finally broken his silence on Deputy President William Ruto’s blocked visit to Uganda.
According to Kibicho, the Interior ministry is not in any way involved in clearing of Civil Servants who want to leave country.
He went on to say that it is possible the DP did not produce all the required documents to allow him travel.
The PS said all civil servants require a clearance letter from the Head of Civil Service, in addition to the usual traveling documents.
“Before you travel, you need to have a Visa, a ticket, a COVID-19 free certificate, and if you’re a civil servant, you need to have a letter of clearance. If he actually had all those, I would be surprised that he was stopped,” he told Citizen.

Kibicho noted that if the DP has been traveling with the clearance letter, then it means the immigration officers failed to do their jobs.

“We are not the ones who actually clear but if he passes through an immigration officer, they will demand that letter,” added Kibicho.
His response comes a few days after DP Ruto and his delegation were meant to travel to Uganda on Monday afternoon, but immigration officials blocked him from leaving the country, arguing that he had not been cleared by the President’s office.
Reports said that protocol was not followed in planning the visit and that neither Kenya’s High Commission in Uganda nor the Ministry of Foreign Affairs had been informed of the visit.
Ruto on Wednesday morning insisted that he needed no clearance for a private visit.
“Kuna wimbo unasema ‘matatizo tumeyazoea’... Tumepata matatizo... Wabunge wengi wamefurushwa kutoka kamati za bunge. Mimi mwenyewe nimewekwa pembeni. So, yale yalifanyika ni kujaribu kunidunisha, nionekane sina maana…Ni kujaribu uleta ushindani nani mkubwa nani mdogo," DP Ruto said during an interview on Wednesday 4th August 2021.
