A report by the Controller of Budget Margaret Nyakang'o has revealed 10 counties that did not incur development expenditure during the first quarter of the 2024/25 financial year.
In the report released in November 2024, the counties listed to have spent Ksh0 on development between July to September 2024 included Nairobi City County led by Governor Johnson Sakaja.
Lamu, Kajiado, Kisii and Baringo counties also spent nothing on development projects.
Likewise, the county governments of Elgeyo-Marakwet, Nyandarua, Tana River, Uasin Gishu, and West Pokot also did not register any expense on development projects.

Conversely, Kirinyaga County and Busia County recorded the highest budget expenditure on development at 12 percent.
Other counties with notable budget expenditures on development were Siaya and Garissa. Both had a budget absorption of 10 percent.
Nonetheless, the Controller of Budget raised concern over the law expenditure on development by the county county governments.
It was reported that the 47 County Governments only spent Ksh6.71 billion on development activities against the annual development budget of Ksh205.33 billion. This translated to an absorption rate of 3 percent.
"County Governments must prioritise development expenditure to meet the statutory requirement that at least 30 percent of the budget be allocated to development activities, in line with the Public Finance Management (PFM) Act, 2012," read the statement in part.
"Robust project planning, monitoring, and implementation mechanisms should be adopted to improve the absorption rate of development funds to enhance the country’s development."
