South Mugirango Member of Parliament Silvanus Osoro has been barred from representing Kisii Deputy Governor Robert Monda in his impeachment hearing in the Senate.
Senate Speaker Amason Kingi while issuing a ruling on Wednesday, March 13 on issues that arose during the preliminary hearing noted that Osoro representing the Kisii DG amounted to a conflict of interest.
He noted that Parliament's role in protecting the Constitution overlaps with the oversight of county officials.
“The Senate can properly take judicial notice of the fact that the honorable Osoro is a member of parliament representing a constituency in Kisii County and a leader both in the county and the national level holding a senior leadership position in Parliament and article 93 of the Constitution, Parliament consists of the National Assembly and the Senate and although the National Assembly and the Senate are required to perform their respective functions in accordance with the Constitution it is the role of parliament to protect the Constitution and promote Democratic governance of the Republic,” Kingi stated.

The Senate Speaker directed Osoro to withdraw from DG Monda’s legal team to uphold constitutional values and fairness.
Monda is being accused of gross violation of the law, gross misconduct, and abuse of office.
The Kisii Deputy Governor allegedly solicited a bribe of Sh800,000 from one Dennis Mokaya and his family on the pretext of securing him a job for the post of commercial Manager of Gusii Water and Sanitation Company (GWASCO).
Monda’s attempts to secure the job failed forcing Mokaya to file complaints at the Kisii County Assembly and the Ethics and Anti-Corruption Commission.
