President William Ruto has announced that all students in public universities and technical vocational education and training (TVETSs) will receive loans from the Higher Education Loans Board (HELB).
Speaking on Thursday while commissioning the Kisii National Polytechnic Digital Empowerment Center in Kisii County, President Ruto revealed that the government has added more money to the HELB fund so that all students can access loans.
“Mimi nataka niwatangazie tumeweka pesa ya kutosha kwa budget in the last two weeks na mko na pesa ya Higher Education Loans Board (HELB). Students wote watapata hizo pesa ili waendelee na masomo yao bila matatizo,” Ruto announced.

His announcement comes after HELB CEO Charles Ringera told Parliament on Wednesday that 140,000 students missed the state loans after the fund ran out of cash.
“Currently we have 140,000 students in TVETs and universities that we have not been able to fund to the tune of Sh5.7 billion because we have run out of the budget that we had presented to the Treasury of Sh4.5 billion,” said Ringera.
He noted that the number of students who missed the loans in 2023 is double that of last year when the Treasury delayed disbursements of Sh3 billion.
