Cabinet Secretary for Foreign and Diaspora Affairs Alfred Mutua has dismissed reports that Deputy President Rigathi Gachagua usurped his roles.
CS Mutua who appeared before a parliamentary committee to answer queries relating to his ministry said he is still in charge of his ministry's core functions.
Mutua said that the DP meeting diplomatic delegations do not mean that he has taken up his roles.
“What we did is basically a new trend, it is happening in the UK as well where you do not need to go through a state department. We are introducing this to cut the bureaucracy,” Mutua said.
“Asking people to have meetings to follow up on issues is not giving our mandate away. This has been happening for a long time."

Kamkunji MP Yussuf Hassan had put to task the CS to explain why he was giving away his duties to DP Gachagua.
He termed it as an " indictment and a complete failure” for the CS to allow the DP to take up his role.
Mutua however denied the conclusion saying that was not the case.
“I have brought ambassadors here who have served outside and who can affirm that we are not delegating our roles," he stated.
“The president is the number one diplomat. The deputy basically plays the role the president is supposed to play. DP Gachagua is a very formal man. He calls me, we write letters and interact. His success in life is from how organized he is. That will help with our efficiency.”
