The government has announced nationwide public participation for the new University Funding Model.
In a notice issued by the University Fund in conjunction with the Higher Education Loans Board (HELB), it was noted that the public participation exercise would be on the scholarship and loans appeal mechanism.
The two bodies explained that the move was informed by the Court of Appeal which directed for the government to come up with mechanisms which would enable students to appeal the categories they are placed in.
As detailed in the notice, the public participation exercise will be held in various institutions on April 4, 2025.
"The two state corporations have developed a scholarship and loan appeals mechanism. Pursuant to Article 10 of the Constitution of Kenya, on national values and principles of governance, and in compliance with the Order issued by the Court of Appeal on 26 March 2025, directing the two institutions to comply within 14 days, the institutions hereby invite the public and stakeholders for abbreviated public participation by submitting comments and memorandum on the appeals mechanism.

"The appeals mechanism is available on the HELB (www.helb.co.ke] and UF [www.universitiesfund.go.ke] websites and the Higher Education Financing Portal [www.hef.co.ke]," read the notice in part.
Location for Participation
In central Kenya, the events will be held at Nyeri National Polytechnic, Dedan Kimathi University of Technology and Mt. Kenya University.
Those in the central rift were urged to attend the events at Egerton University and Kabarak University.
At the coast, the public participation exercise will be conducted at the Kenya Coast National Polytechnic and the Technical University of Mombasa.
Other venues across the country are Machakos University, Machakos Technical Institute for the Blind, University of Nairobi, Aga Khan University, Garissa University, North Eastern National Polytechnic, Mol University, Eldoret National Polytechnic and Maseno University.
Kisii University, Kisii National Polytechnic, Masaai Mara University, University of Embu, Shamberere National Polytechnic and Masinde Muliro University of Science & Technology were also listed as some of the venues.
"Comments and submissions may be sent to [email protected]; [email protected] or Huduma Centres across the country with HELB desks," read the notice in part.
"We also wish to assure the general public and all stakeholders, including students, parents, guardians, and higher learning Institutions, that the Variable Scholarship Loan Funding Model is subject to ongoing court appeal process and that adjustments may be made in future in the interest of fairness & equity."
