David Ndii has pointed out loopholes in former Attorney General Justin Muturi's claims over a Ksh129 billion deal between the government and Russian oligarchs.
In a statement dated Friday, April 4, Ndii expressed that the Attorney General was not mandated to sign government deals.
According to President William Ruto's economic advisor, the AG could only give an advisory over a deal.
Therefore, he reiterated that a deal between the government and other foreign entities could only be signed by the respective Cabinet Secretaries.

"AG does not sign agreements. She/he gives a written legal opinion giving the go-ahead for the government to enter into agreements," he wrote on his X page.
"The agreements/contracts are signed by CS of relevant ministries."
Earlier, while appearing on an interview on NTV, Muturi alleged that he was once called by President William Ruto to sign a deal involving some Russians at an airport in Dubai.
According to Muturi, the USD 1 billion deal was between Kenya and Russian oligarchs for the tree planting initiative.
Muturi raised concern over the process, claiming that there was a conflict of interest on the side of the President.
"I landed in Dubai and received a phone call from Ruto, who told me that the Russians were waiting at the airport and I needed to sign the documents. I declined, saying I needed to review the documents in the office," he revealed.
"The deal purported to give a grant of Ksh.129 billion to grow allegedly 3 billion trees. Whenever Ruto comes up with a project, it's for moneymaking."
