A government official attached to the Government Printer is among three individuals charged with a string of offences involving forged official stamps, fake title deeds, and illegal possession of government documents.

In a statement on Thursday, April 17, the Office of the Director of Public Prosecutions (ODPP) said 18 charges were brought against Livingstone Ambani Munala, Leonard Clifford Wafula and Paul Muigai Kimani.

Munala faces 13 counts, including seven related to the forgery of official stamps and possession of public stores, as well as two counts of making false documents.

According to the prosecution, on March 28, 2025, he was found at a residence along Desai Road in Nairobi's Starehe Sub-County with instruments capable of producing forged stamp impressions.

Prosecutors further alleged that Munala forged two title deeds and presented them as genuine documents issued by the Government Printer.

The court also heard that Munala was found with public stores, among them blank land title forms, receipts and green cards.

"Prosecution told court on the 28th of March 2025, at a residence along Desai Road in Starehe Sub-County, Nairobi, Mr. Munala was found in possession of instruments capable of producing stamp impressions in the names of a number of land officials—specifically I.R Jeptanui-439, C.S Maina-235, V. Njane-478, Mochonge O. Nicholas-014, A.W Mararia-271, and C.N Kituyi-215—purporting them to be genuine stamps of land registrars and administrators.

"He is further accused of forging two title deeds of serial numbers 29131 and 3894792, and falsely presenting them as legitimate documents issued by the Government Printer. Mr. Munala was also found in possession of public stores, including blank land title forms, receipts, and nine green cards bearing serial number (L) 298 from the State Department for Lands," the statement read.

Authorities suspect the items were either stolen or unlawfully obtained.

On the other hand, Wafula who is officially attached to the Government Printer, was charged with being in unlawful possession of public stores.

According to the ODPP, an International Certificate of Vaccination from the Ministry of Health was recovered from his home in Umoja.

Kimani, the third accused, was charged with possession of two Directorate of Criminal Investigations (DCI) file covers, also suspected to be unlawfully acquired.

"Leonard Clifford Wafula—an official at the Government Printer—and Paul Muigai Kimani were each charged with being in unlawful possession of public stores. Court heard that on the 28th of March 2025, Mr. Wafula was found with an International Certificate of Vaccination issued by the Ministry of Health at his residence in Umoja, a Nairobi suburb.

"Mr. Kimani was also found in possession of two file covers belonging to the Directorate of Criminal Investigations (DCI), which are also suspected to have been stolen or unlawfully acquired," the statement added.

The three men pleaded not guilty; Munala was released on a bond of Ksh3 million, while Wafula and Kimani were each granted bond of Ksh600,000.
