The Chief of Defence Forces of Uganda, Muhoozi Kainerugaba, has directed all ministers to seek his clearance before traveling abroad. 

In a statement via X on Saturday night, September 26, Muhoozi warned that any minister who disobeys the directive will be fined UGX 30 million (Ksh 993,000).  

Muhoozi noted that the funds will be channeled towards the construction of the roads. 

“Every minister who leaves the country without my permission will be fined 30 million shillings. We shall use that money to build roads. Ministry of Finance will start implementing this order immediately,” he wrote. 

His directive comes after Ugandan Minister of State for Foreign Affairs Haruna Kyeyune Kasolo travelled to Turkey.

Muhoozi said that Kasolo travelled without authorization and he will be required to give an explanation. 

“All ministers need my permission and clearance before leaving the country. I did not clear Hon.Kasolo to visit Turkey. He will explain,” Muhoozi stated. 

His directive comes just months after he ordered Turkish nationals, including embassy staff, to leave Uganda.

In a statement on Sunday, June 28, Muhoozi declared that there were no agreements between Uganda and Turkish citizens and directed them to leave the country within a month.

"There are no pacts between lions and men! All Turks must be outside of our country in 30 days," the statement read.

On September 9, General Muhoozi announced that he had severed anything to do with the Turks in Uganda. 

“I have already severed anything to do with the Turks in Uganda. They should pack their bags as soon as possible and get out of our country,” Muhoozi wrote.

Muhoozi also appointed legislator Twala Fadhil to lead protests outside the Turkish embassy in Kampala. 

“We are demonstrating in full force at the Turkish Embassy on the 18th of September. Hon. Fadhil is in charge of this demonstration. My order will not change this time. Instead, we will arrest any Turkish agent who says anything different,” he added.
