The Kenya Police, National Treasury, and the recently established Social Health Authority (SHA) are among government departments and agencies perceived as most prone to unethical practices and corruption.

According to a report released by the Ethics and Anti-Corruption Commission (EACC) on Tuesday, August 5, the Kenya Police topped the list, scoring a high 48.2 percent.

The Directorate of Immigration followed with 5.1 percent, while the National Registration Bureau was recorded at 4.4 percent. 

Traffic Police stood at 3.6 percent and the National Treasury at 3.5 percent.

Civil Registration was listed with 3.4 percent, the State Department for Internal Security and National Administration at 3.2 percent, and the Social Health Authority (SHA) at 2.7 percent. 

The State Department for Lands and Physical Planning had 2.1 percent, the State Department for Medical Services 2.0 percent, and the State Department for Public Health and Professional Standards 1.6 percent.

The Office of the President was listed with 1.1 percent, the State Department for Roads at 1.0 percent, and the State Department for Public Service also at 1.0 percent.

The State Department for Labour and Skills Development recorded 0.9 percent, the State Department for Basic Education 0.8 percent, the Courts 0.8 percent, and the State Department for Transport 0.8 percent.

The Chief’s Office was listed at 0.7 percent, the Teachers Service Commission (TSC) at 0.6 percent, the National Transport and Safety Authority (NTSA) at 0.6 percent, and the National Land Commission at 0.6 percent. 

Completing the list are other unspecified institutions which made up 20.6 percent.

Additionally, the EACC report also assessed entire ministries and national government agencies to determine which ones are perceived to be most prone to corruption.

Here, the Ministry of Interior and National Administration was listed as most corrupt and unethical at 47.8 percent. 

The Ministry of Health followed at 19.7 percent, the National Treasury and Economic Planning at 5.8 percent, the Ministry of Lands, Public Works, Housing and Urban Development at 4.7 percent, and the Ministry of Education at 4.1 percent.

The Ministry of Roads and Transport was recorded at 4.0 percent, the Ministry of Defence at 2.8 percent, the Ministry of Agriculture and Livestock Development at 1.9 percent, the Ministry of Labour and Social Protection at 1.9 percent, and the Ministry of Public Service, Gender and Affirmative Action at 1.8 percent.

The Ministry of Energy and Petroleum was listed at 1.4 percent, the Ministry of Foreign and Diaspora Affairs at 1.1 percent, the Attorney General’s Office at 0.9 percent, and the Ministry of Youth Affairs, Sports and The Arts at 0.7 percent. 

The Ministry of Water, Sanitation and Irrigation had 0.5 percent, the Ministry of Investments, Trade and Industry 0.4 percent, the Ministry of Co-operatives and MSME Development 0.3 percent, the Ministry of Tourism, Wildlife and Heritage 0.1 percent, and the Ministry of Information, Communications and The Digital Economy also at 0.1 percent.
