A Nairobi court has fined a Nairobi City Water and Sewerage Company (NCWSC) employee over Ksh8.5 million after he was found guilty of using fake academic documents to secure a government job.
In a statement on Tuesday, November 4, the Ethics and Anti-Corruption Commission (EACC) said Milimani Anti-Corruption Court found Felix Ojwang Balamu guilty of forging a Kenya Certificate of Secondary Education (KCSE) certificate, which he used to obtain employment in 2011.
"The Milimani Anti-Corruption Court has fined Felix Ojwang Balamu, an employee of the Nairobi City Water and Sewerage Company (NCWSC), a total of KSh 8.5 million after he was found guilty of using a forged KCSE certificate to secure employment.
"Investigations by the Ethics and Anti-Corruption Commission (EACC) revealed that Balamu used a fake academic certificate purporting it to be genuine from KNEC to obtain his job in 2011," the statement read.
In delivering judgment, Magistrate Selesa Okore imposed a fine equivalent to the unlawfully obtained salary, alongside additional penalties.

"Selesa Okore, delivering judgment on October 10, 2025, fined Balamu the equivalent amount of his unlawfully earned salary and additional penalties totaling Ksh8,543,562, or 4 years in prison in default," the statement added.

This comes weeks after EACC arrested and arraigned a former Nairobi Water employee accused of securing a job using forged academic documents.
In a statement on Wednesday, October 8, the EACC said the suspect, identified as Liza Amara Anyoso, formerly worked as a Registry Clerk at the company.
"The Ethics and Anti-Corruption Commission (EACC) has today, 8th October 2025, arrested and arraigned Liza Amara Anyoso, a former Registry Clerk at Nairobi City Water and Sewerage Company (NCWSC), for allegedly using a forged academic certificate to secure employment," the statement read.
The EACC said its investigations revealed that Anyoso had presented a falsified Bachelor of Commerce degree certificate, purportedly from the University of Nairobi, to obtain her position at the city water company.
The fraudulent act allowed her to draw salaries totaling Ksh7.8 million over her period of service.
"Investigations by the Commission established that Ms. Anyoso used a falsified Bachelor of Commerce degree certificate purporting to be a genuine document from the University of Nairobi to obtain employment at NCWSC. Consequently, she unlawfully earned salaries amounting to Ksh7.8 million," the statement added.
Following the completion of the investigation, the EACC submitted the case file to the Office of the Director of Public Prosecutions (DPP), which approved several charges against Anyoso.
The charges included forgery, uttering a false document, and deceiving a principal under various sections of the Penal Code and the Anti-Corruption and Economic Crimes Act.
