The Clerk of the National Assembly has written to the Ministry of Education over bursaries and scholarships.

The Clerk of the National Assembly Samuel Njoroge has written to Basic Education Principal Secretary Belio Kipsang over the consolidation of bursaries.

In a letter seen by nairobileo.co,ke, Njoroge said the Speaker of the National Assembly instructed him to formulate a legislative proposal establishing a structure for the administration of public bursaries.

The National Assembly clerk requested PS Kipsang to provide information that will help in the drafting of the legislative proposal.

“The Speaker of the National Assembly has instructed the office of the Clerk of the National Assembly to formulate a legislative proposal establishing a defined structure for the administration of public bursaries and scholarships.

“This is, therefore, to request that you furnish us with any relevant information in the possession of the Ministry that may assist in the drafting of the legislative proposal, including any existing policy document or Draft Bill,” read the letter in part.

Njoroge noted that the National Assembly has received a petition over an uncoordinated approach towards the issuance of bursaries and scholarships from public funds by the Ministry of Education, the National Government Constituencies Development Fund (NGCDF), and County governments.

He noted that the incoordination of the bursaries has in some instances led to a duplication of awards.

“We further note that the High Court has been petitioned in Nakuru Constitutional Petition No. E012 of 2024 Laban Omusundi versus Office of the Controller of Budget & 5 Others for the consolidation of existing bursaries and scholarships for purposes of coordination,” Njoroge added.

This comes a day after Chief Justice Martha Koome called for the consolidation of bursary funds given to Governors, MPs, Women Reps, and MCAs.

Speaking on Thursday, CJ Koome said the funds should be redirected to the Ministry of Education and education made free for all Kenyans.

“There is a bursary fund given from the taxpayer’s money given to the governor, women rep, MPs through CDF, and MCAs. All those bursaries how are they disbursed? Why wouldn’t you put them in educational and make it free for all,” Koome remarked.
