Education CS Julius Ogamba warned school heads and principals against misappropriating the funds. 

The Ministry of Education has disbursed Ksh22,028,911,191 as capitation for Term 2 for learners in all public basic education institutions.

In a statement on Tuesday, May 20, Education Cabinet Secretary Julius Ogamba said Ksh1,370,196,684.55 has been allocated for Free Primary Education, Ksh8,900,424,491.35 for Free Day Junior School Education, and Ksh118,417,921.35 for Free Day Junior School (Special Needs Education).

Free Day Secondary Education has, on the other hand, been allocated Ksh11,639,872,094.40

CS Ogamba said the capitation will enable schools to facilitate their activities in the second term.

“The release of capitation funds will facilitate the seamless conduct of school activities in the new term. The Government affirms its commitment to fulfil its duty to learners and educational institutions, in line with Article 53(1)(b) of the Constitution that entitles every child to free and compulsory basic education,” Ogamba stated.

The Education CS directed all school heads and principals to use the capitation prudently and not to impose unauthorized levies.

Ogamba warned that any school head found misappropriating resources and charging parents additional levies will be dealt with firmly by the ministry.

“School heads and principals are directed to ensure prudent use of these public resources entrusted to their care for the benefit of learners, and to desist from imposing any unauthorized levies.

"As a Ministry, we will deal firmly with any verified cases of misappropriation of resources and the imposition of unauthorized levies,” Ogamba added.
