KeNHA has issued a disclosure on why the 459-kilometer Nairobi-Mombasa (Usahihi) expressway proposal was rejected.

The Kenya National Highways Authority (KeNHA) has issued a disclosure on why the Nairobi-Mombasa (Usahihi) expressway Public-Private Partnership (PPP) proposal by Everstrong Capital was rejected.

In a notice on Tuesday, August 12, KeNHA said that it had received a Privately Initiated Proposal (PIP) for the Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) of the Expressway Road Project under a PPP model, covering a 459 kilometer corridor from Mlolongo in Machakos County to Bonje in Mombasa County.

The authority noted that the proposal by Everstrong Capital was granted conditional approval to proceed to the Project Development Phase(PDP).

Following the conditional approval by the PPP Committee, Everstrong Capital undertook PDP activities and submitted feasibility study reports in May 2025.

“Pursuant to the submissions, the Contracting Authority commenced the evaluation in accordance with the provisions of Section 43(9) of the PPP Act, 2021(which mandates the Contracting Authority to evaluate all documents resulting from the PDP) and thereafter submitted its evaluation report (hereinafter “the Report”) to the Directorate for recommendation(s) thereon to the PPP Committee for approval,” read the notice in part.

KeNHA noted that, together with the PPP Directorate at the National Treasury and the PPP Committee, it undertook the necessary processes and procedures in line with the provisions of the PPP Act, 2021, in processing the report.

According to the authority, the proposal did not meet the relevant criteria in line with the provisions of the PPP Act of 2021, and the committee decided that it be abandoned.

“The PPP Committee, National Treasury & Economic Planning, delivered its decision during its 54th Ordinary PPP Committee meeting held on 2nd July, 2025.

“To the effect that the committee determined that the proposal does not meet the relevant criteria and should be abandoned in accordance with Section 43(11)(c) of the PPP Act,2021,” KeNHA stated.

However, the committee directed Everstrong Capital to restructure the project to meet the evaluation criteria through the expansion of the existing Nairobi-Mombasa highway.

KeNHA noted that the new proposal may then be resubmitted to the Committee for a fresh determination in line with Section 43(12) of the PPP Act, 2021.

“KeNHA remains committed to strictly adhering to the provisions of the PPP Act, 2021 and further assures the public that it will endeavor to abide by the provisions of the PPP Act, 2021,” KeNHA added.
