Sifuna claimed that the existence of rogue police units undermined Inspector General Douglas Kanja's office.
On Wednesday, November 4, Linda Mwananchi Movement (LMM) Leader Edwin Sifuna claimed that the existence of rogue police units undermined Inspector General Douglas Kanja's office.
Speaking in response to a court order issued to IG Kanja to produce the missing Advocate of the High Court, Abshar Ahmedsadak Abdi, Sifuna argued that it is possible that the police boss does not know his whereabouts.

"Our Constitution envisages an Independent Police Service and an Inspector General who is responsible for the enforcement of law and order without direction from anyone. That's why our Courts require the IG to be the one to produce people who have been lawfully arrested.
"Unfortunately, this system can’t work where the regime sets up parallel police squads away from the IG’s command," he said.

The Nairobi Senator said Linda Mwananchi is pushing for strict adherence to constitutionalism to avert such crises where Kenyans and foreign nationals go missing, and the police boss genuinely has no idea where they are.
"This is exactly why LMM insists on Constitutionalism and the Rule of Law. I will not be surprised if the IG shows up and tells the court, just like he did in the Twaha Mwaipaya case, that he doesn’t know where lawyer Abshar Abdi is," he wrote.
His sentiment came moments after Miilimani High Court Judge Alexander Muasya Muteti ordered the National Intelligence Service (NIS), the Directorate of Criminal Investigations (DCI) and other security agencies to produce missing lawyer Abshar Ahmedsadak Abdi, dead or alive.
Justice Muasya directed the policing institutions to produce him in court by 2.30 p.m. on Wednesday, November 11.
The order came a day after IG Kanja appeared in court to answer questions about the whereabouts of Tanzanian activist Twaha Mwaipaya.
He told the court that Mwaipaya was not booked into any police stations in the country and denied any police links to the alleged abduction.
Earlier, Linda Mwananchi Head of Communication Pauline Njoroge claimed that Mwaipaya was abducted on October 25, in Kamulu, Machakos County.
Njoroge mentioned that the Tanzanian national was seized by unknown individuals while travelling in a taxi. She demanded that local authorities not only disclose the activist's whereabouts but also guarantee his safety and protect him from any forced removal from the country.
