Four Police Officers are set to be charged with murder following the completion of investigations by the Independent Policing Oversight Authority (IPOA).

In a statement on Wednesday, October 27, 2021, IPOA revealed that it had initiated investigations into the deaths of Said Muktar Ibrahim and Leonard Mramba, who were fatally wounded during separate incidents in Nairobi and Mombasa respectively.

Ibrahim was shot and killed at Korogocho, Nairobi on November 12, 2017, and Mramba succumbed to injuries sustained during an arrest at Kisauni, Mombasa on August 15, 2013.

The Office of the Director of Public Prosecutions (ODPP) independently reviewed the investigation files and on diverse dates gave directions to IPOA.

In Mombasa, Muramba’s demise was subjected to an inquest at the Magistrate’s Court.

After interrogating the evidence adduced by IPOA during the inquest, the Court on Tuesday, October 26, 2021, ruled that Police Sergeant Charles Mwakio and Police Corporal Julia Kimbiyo be charged with manslaughter.

The court further directed that Police Constable Peter Kananu be subjected to a disciplinary proceeding for negligence in the performance of duty.

In Nairobi, Ibrahim’s demise would be disposed of through a murder trial.

Police Constable Lewis Nguyo Msuya was arrested on Friday, October 22, 2021, and placed in custody.

He was arraigned at the Milimani law courts on Monday, October 25, 2021, where his detention was extended by ten (10) days during which the officer will undergo mental assessment.

IPOA noted that it has engaged the police command to have another Police officer – a Sergeant - arrested for the offence of accessory after an act of murder.

"IPOA remains committed to being independent, impartial and fair," the authority maintained.
