Seventeen Heads of State are expected to attend Ruto's inauguration. The following are among the list of Presidents who will grace the event at Kasarani;

4. Yoweri Museveni - Uganda 

5. Évariste Ndayishimiye - Burundi

8. Ismail Guelleh - Djibouti

9. Dennis Nguesso - Congo

10. Emmerson Mnangagwa - Zimbabwe 

11. Filipe Nyusi - Mozambique 

12. Brahim Ghail - Sahrawi Republic

13. Azali Assousmani - Comoros

14. Umaro Embalo - Guinea Bissau

At the same time, US President Joe Biden has sent a special delegation that will be led by Katherine Tai, the United States Trade Representative. Other members of the special envoy are Meg Whitman who is the US ambassador in Kenya, Colin Allred, Mary Catherine Phee, and Monde Muyangwa. 

Japan has dispatched a special envoy of the Prime Minister while China will send Liu Yuxi who is a special representation of the Chinese Government on African Affairs.

Cuba will send its deputy Prime Minister Ines Maria Chapman. A section of countries will send their vice presidents for Ruto's swearing-in like Ghana, South Africa, Equatorial Guinea, and Nigeria.
