Senior Counsel Ahmednasir Abdullahi has said State Officers including the President and his deputy have no powers to issue orders to the Salaries and Remuneration Commission regarding the pay rise or reduction.
In a tweet on Monday, Ahmednasir said SRC is an independent commission that is required to perform its mandate without interference.
The commission, Ahemdnasir opines, does not need the opinion of anybody including President William Ruto when adding or reducing the salaries of State Officers.
"SRC is an independent Constitutional Commission that fixes salaries and benefits for all GOK employees including the President, his deputy, cabinet and judges. It doesn't require their concurrence when it adds or reduces their salaries.," he said.

The sentiment comes barely a week after President Ruto rejected the proposed salary increase for Cabinet members and all elected leaders.
Ruto said the salaries of the senior officers should wait even as he declared a pay hike for teachers, police and other civil servants.
His sentiments were echoed by DP Rigathi Gachagua who even dared the CSs to resign if they are angered by the move to block their salary increase.
But Ahmednasir in his tweet says the President and his deputy have no such powers to order the SRC.
He said while they might be of different opinions about their pay rise, the only option for them is to donate and not to order SRC.
"For instance, if the President and his deputy are philanthropic enough (in the words of Speaker Keneth Marende) they can give the increment to charity. But they have no powers to countermand the commission," he added in the tweet.
