The National Police Service Commission (NPSC) has rejected the promotion of Adamson Bungei to the rank of the Assistant Inspector General of Police, Nairobi Leo has learnt.
Bungei is among the senior police officers who were promoted by the Inspector General of Police Japhet Koome.
Another promoted to the same rank is the Spokesperson of the National Police Service Resila Onyango.
The decision to promote the senior officers was sent to National Police Service Commission for ratification but that has not been able to sail through.
Sources aware of the development confided to Nairobi Leo that NPSC Chair Eliud Kinuthi and his team rejected the promotion over a breach of legal procedures.
In what is emerging as a rift in Kenya's key commission, Kinuthia is said to have accused Koome of usurping the role of the NPSC in promoting the officers.
As such, the commission rejected the promised promotion of the senior police chiefs.
According to Kenya's 2010 constitution, National Police Service Commission oversees the human resource functions of the National Police Service.
Its key mandate includes recruiting and appointing persons to hold or act in offices in the service, confirming appointments, and determining promotions and transfers within the National Police Service.
The law also mandates it to exercise disciplinary control over and remove persons holding or acting in offices within the Service and performing any other functions prescribed by national legislation.
In similar promotions carried out by Koome, North Eastern Police commander Tom Muriithi and his Eastern counterpart Joseph Napeiyan were also promoted to the rank of assistant IG.
General Service Unit Commandant Eliud Lagat, Deputy Director of DCI Nicholas Kamwende, head of investigations at DCI Abdallah Komesha and Internal Affairs Unit (IAU) Director David Birech were among those promoted to the rank of Senior Assistant Inspector General of Police (S/AIG).
