The National Government has announced plans to merge 42 state corporations into 20 following the approval of reforms by President William Ruto's Cabinet.

Head of Public Service Felix Koskei, in a letter addressed to various heads of the state corporations on May 16, detailed that the move was being implemented to enhance efficiency in government and cut costs for operations.

The notable agencies to be merged include the University Fund and the Higher Education Loans Board (HELB).

Kenya Tourism Board is also being merged with Tourism Research Institute, while Export Processing Zones Authority is being merged with the Special Economic Zones Authority.

The Kenya Industrial Property Institute will be merged with the Anti-Counterfeit Authority.

Meanwhile, the Kenya Copyright Board will be merged with the Kenya Industrial Research and Development Institute and Kenya Industrial Estates. 

The government will also merge the Agricultural Finance Corporation and Commodities Fund.

The Kenya Forest Service is also expected to be merged with the Kenya Water Towers Agency.

Other agencies to be merged into one body include;

  1. Agricultural Development Corporation and the Kenya Animal Genetic Resource Centre
  2. The National Irrigation Authority and the National Water Harvesting and Storage Authority
  3. Kenya Law Reform Commission and the National Council for Law Reporting
  4. Tourism Promotion Fund and the Tourism Fund
  5. Commission for University Education, the Technical and Vocational Education and Training Authority and the Kenya National Qualifications Authority.
  6. The Kenya Rural Roads Authority and the Kenya Urban Roads Authority.
  7. The Kenya Investment Authority and the Kenya Export Promotion and Branding Agency.
  8. Water Services Regulatory Board, Water Regulatory Authority and Regional Centre on Ground Water Resources, Education, Training and Research.
  9. Kenya National Trading Corporation and National Cereals & Produce Board.
  10. Uwezo Fund, the Women Enterprise Fund and the Youth Enterprise Development Fund.
  11. The Kenya Medical Research Institute and the Kenya Institute of Primate Research.
  12. Kenya Plant Health Inspectorate Service and the National Bio-Safety Authority.
  13. Agriculture and Food Authority.

"A Moratorium is issued on the recruitment and renewal of contracts for Chief Executive Officers or any other officers serving on contract terms, at the lapse of their current tenure," read the letter in part.

"Any ongoing recruitment processes of staff in any cadre are halted forthwith. Any implementation or approval of new human resource policies, personal emoluments and benefits of any kind, staff organisation, salary structures, or roll out of any new capital projects is hereby suspended."

Dissolution

The following agencies will be dissolved and their responsibilities reverted to ministries.

  1. Kenya Tsetse Fly and Trypanosomiasis Eradication Council.
  2. Kenya Fish Marketing Authority.
  3. Centre for Mathematics, Science and Technology Education in Africa.
  4. President's Award - Kenya.
  5. Nuclear Power and Energy Agency.
  6. Kenya National Commission for UNESCO.
  7. Kenya Film Classification Board.
  8. National Council for Nomadic Education.
  9. LAPSSET Corridor Development Authority.

The following agencies will be dissolved as the government opts for services from the private sector.

  1. Numerical Machining Complex.
  2. Scrap Metal Council.
  3. Kenya Fishing Industries Corporation.
  4. Jomo Kenyatta Foundation.
  5. Pyrethrum Processing Company of Kenya Ltd.
  6. Kenya National Shipping Line.
  7. School Equipment Production Unit.
  8. Kenya Yearbook Editorial Board.
  9. Kenya National Assurance Company.
  10. Coast Development Authority.
  11. Ewaso Ng'iro South Development Authority.
  12. Ewaso Ng'iro North Development Authority.
  13. Kerio Valley Development Authority.
  14. Lake Basin Development Authority.
  15. Tana and Athi Rivers Development Authority.
  16. Kenya Post Office Savings Bank.
