CAS Rachael Shebesh has called for the arrest and prosecution of administrators settling GBV cases outside the court.

Public Service and Gender Chief Administrative Secretary Chief Administrative Secretary Rachael Shebesh has called for the sacking of local leaders, more so, chiefs settling Gender Based Violence (GBV) and rape cases out of court.

The CAS alleged that the chief collaborate with the perpetrators of the heinous crimes to deny the victims justice.

Shebesh directed county commissioners across the country to take serious action against the chiefs, noting that sexual assault cases are non negotiable.

"We cannot be in the forefront fighting rape, defilement and other forms of gender based violence while some administrators are perpetrating them," Shebesh stated.

The CAS insisted that administrators perpetrating such acts be nabbed and prosecuted.

Shebesh, yesterday, May 16, 2021, visited the Kisii County Gender Based Vilence Rescue Centre in the company of Kisii Governor James Ongwae and Woman Representative Janet Ongera.

The facility was funded by the National Government Affirmative Action Fund (NGAAF).

The CAS urged Members of the Kisii County Assembly to allocate funds to the facility which will be commissioned in August this year.

Governor Ongwae echoed her sentiments, noting that there was a low conviction rate for perpetrators of such crimes in the county.

"We must have a deterrent system for defilement and rape cases to come to an end. The County is working closely with stake holders to fight the vice," Ongwae stated.

Ongera commended President Uhuru Kenyatta for ordering the construction of GBV centres across the country.
