Foreign travel for outgoing Cabinet Secretaries and Principal Secretaries has been suspended unless approved by President William Ruto. 

In a circular by Head of Public Service, Joseph Kinyua noted that this was in line with transition from the fourth to the fifth administration. 

He stated that the lapse of tenure for the Cabinet Secretaries and Principal Secretaries currently in office would lapse on appointment and swearing-in of a successor. 

"Foreign Travel by Cabinet Secretaries and Principal Secretaries is further suspended unless as sanctioned by the Head of State and Government. 

"It is therefore reiterated that the tenure of Cabinet Secretaries and Principal Secretaries currently in Office will only lapse on appointment and swearing-in of a successor Cabinet Secretary or Principal Secretary as the case may be by the Head of State and Government; or upon a reorganization of Government by His Excellency the President that affects a particular docket," the circular dated, September 19, reads in part.

Kinyua further stated that the various ministries and State agencies will henceforth not make any payments exceeding Sh50 million without approval from the National Treasury.

"Cabinet Secretaries as authorized officers shall not cause and/or effect any ministerial redeployments or any new appointments in any ranks within Ministries and State Departments. 

“Ministries, State Departments, and any State Agencies (MDAs) shall not issue any new policy pronouncements unless as sanctioned by H.E the President," he stated.
