Lang’ata MP Phelix Odiwuor, popularly known as Jalang’o, has responded to the Auditor-General’s report, which flagged irregularities in the use of the National Government Constituencies Development Fund (NGCDF) in his constituency.
The report, which examined expenditures for the year ending June 30, 2023, raised concerns about several issues including questionable procurement processes.
In an update on Sunday, February 2, Jalang’o downplayed the concerns, attributing the challenges to delayed disbursement of funds due to legal battles involving NGCDF.
"Money is paid to contractors when it is available, when NGCDF was taken to court there was delayed disbursement, contractors worked finished and were paid after the contract time expired. Nothing to be worried about," he said.

The Auditor-General’s report revealed that Ksh 47,690,025 was transferred to various government units for different projects.
However, a physical inspection in March 2024 found that projects worth Ksh 10,290,025 had not been implemented, making it difficult to confirm if the funds were used effectively.
One of the most scrutinized projects was the Kongoni Secondary School construction, which was awarded at a contract sum of Ksh 92,417,657.
The project included a nine-classroom block, an administration block with 20 offices, a secretarial pool, bathrooms, a staff room, and a 24-door ablution block.
Despite this, the report found that Ksh 28,095,746 had been paid to the contractor by February 2023, even though the performance bond for the project had expired on January 27, 2023.
Furthermore, the Fund Management released 50% of the retention money to the contractor, and by February 20, 2023, the Fund Manager informed the contractor that the remaining work would be awarded to another contractor.
