Former Public Service CS Moses Kuria has proposed the scrapping of the Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KeRRA) amid the statement between Members of Parliament and Governors.
In a statement dated Saturday, April 26, Kuria opined that the two entities could be replaced through the formation of the County Roads Authority in each county.
Kuria explained that the 47 authorities would then be tasked be maintaining roads in the devolved units.
"I propose that the Kenya Roads Board allocates the funds from the Roads Maintenance Levy Fund (RMLF) to the County Roads Authorities in the same proportion as the Revenue Sharing Formula as set by the Commission for Revenue Allocation," he wrote.
"County Roads Authorities as autonomous entities are guided by KRB to issue securitisation and other financial instruments to raise funds from capital Markets on the strength of their share of RMLF and County Roads Appropriation so as to generate resources to make the development of road assets viable."

Meanwhile, the President's special economic advisor proposed that the national government retains the Kenya National Highways Authority (KeNHA).
"I propose that the National Government manage only the Kenya National Highways Authority. 100% of the Roads Development Budget to be directed there," he added.
Governors and MPs are currently in a stalemate over funds collected for road maintenance.
Counties are insisting that the money be disbursed to the counties. However, MPs have accused the governors of corruption while seeking to control the over Ksh10 billion kitty.
