The National Transport and Safety Authority (NTSA) has issued a notice to all National and County Government entities regarding a new directive on the processing of bulk payments through the eCitizen platform.
In a notice on Wednesday, June 11, NTSA said the eCitizen system has been enhanced to accommodate bulk transactions for various services through the e-Agent account.
To create an e-Agent account, entities are required to submit an official request letter addressed to the NTSA Director General.
According to the authority, the letter must include the ID number of the nominated agent and the agent's registered mobile number.
Other requirements include official email addresses for both the agent and the requesting entity and the official phone number of the entity.

Additionally, the nominated agent should be the officer responsible for transport management or an individual with access to the institution’s NTSA service portal.
Further, a coloured passport photo of the agent must also accompany the request; both the request letter and the photo should be submitted via email to [email protected].
Upon successful account creation, notifications will be sent to the provided email addresses of both the Agent and the institution.
NTSA noted that additional guidance on the usage of the e-Agent account will also be communicated through the same channel.
To support a smooth transition, NTSA has established dedicated help desks at its headquarters, regional offices, and Huduma Centres.
NTSA said the directive follows an instruction issued by the Chief of Staff and Head of the Public Service, with a compliance deadline set for Friday, August 29, 2025.
