In a statement on Wednesday, August 13, HELB said the fund is open to employees in the National Government, County Governments, National Police Service, and Teachers Service Commission (TSC).

According to HELB, eligible civil servants can apply for funding to pursue certificate, diploma, higher national diploma, masters, PhD, and professional courses at recognised universities and training institutions within the country.

HELB further said the loan comes with favourable terms, including zero processing fees and a repayment period of up to 72 months. 

In addition, borrowers can access up to Ksh500,000 per year, with an annual interest rate of 4% calculated on a reducing balance. 

HELB stated that repayment will be through a check-off system directly from the borrower’s salary.

To be eligible, applicants must be employed in a ministry, county government, the TSC, or the National Police Service.

In addition, they must present an admission letter from a recognised institution and certified copies of their most recent three months’ payslips showing a net pay above one-third of their basic salary.

Additionally, they must also provide a copy of their National ID, KRA PIN, and recent coloured passport-size photographs.

The application also requires two guarantors, both of whom must be serving civil servants, to provide certified copies of their National IDs.

Two weeks ago, HELB published a list of Huduma Centres where students and beneficiaries can access in-person services nationwide.

In a notice issued on Wednesday, July 30, HELB confirmed it is now available at 28 Huduma Centres, including Nairobi-GPO, Machakos, Mombasa, Nakuru, Eldoret, Kisumu, Kakamega, Kisii, Nyeri, Embu, Kitui, and Bungoma. 

Others are Lodwar, Meru, Thika, Kitale, Kericho, Nandi, Murang’a, Garissa, Narok, Migori, Chuka, Kilifi, Taita Taveta, West Pokot, Bomet, and Makueni.

The agency has also partnered with cyber cafés in 23 other Huduma Centres to provide selected services, such as online application support and document uploads. 

These centres include City Square, Makadara, Kibera, Eastleigh, Baringo, Busia, Elgeyo Marakwet, Homa Bay, Isiolo, and Kajiado, as well as Kirinyaga, Kwale, Laikipia, Lamu, Mandera, Marsabit, Nyamira, Nyandarua, Samburu, Siaya, Tana River, Vihiga, and Wajir.
