The National Drought Management Authority (NDMA) has disbursed Ksh294.5 million to vulnerable households in eight arid counties under the Hunger Safety Net Programme (HSNP).
In a statement on Tuesday, September 2, NDMA CEO Hared Adan said the funds will be available in beneficiaries’ accounts by Wednesday, September 3.
"The Government, through the National Drought Management Authority (NDMA), has disbursed Ksh294,494,400 to 109,072 households across eight arid counties under the Hunger Safety Net Programme (HSNP).
"The funds will be available in beneficiaries' accounts at Kenya Commercial Bank and Equity Bank agents and branches by Wednesday, 3rd September 2025," the statement read.
According to Adan, each household will receive a monthly cash transfer of Ksh2,700 under the programme which is part of the Inua Jamii social protection plan.

"Each beneficiary household receives a monthly stipend of Ksh2,700 through the HSNP, which is implemented by NDMA in the eight arid counties.
"The cash transfer initiative is part of the Kenya Social and Economic Inclusion Project (KSEIP) under the Government’s broader Inua Jamii social protection programme," the statement added.
The disbursed funds were allocated across the eight counties, with Garissa receiving Ksh24,877,800 for 9,214 households, Isiolo Ksh17,882,100 for 6,623 households, and Mandera Ksh59,675,400 for 22,102 households.
Marsabit was allocated Ksh55,047,600 for 20,388 households, Samburu Ksh21,910,500 for 8,115 households, and Tana River Ksh19,780,200 for 7,326 households.
Turkana West and Central constituencies received Ksh43,583,400 for 16,142 households, while Wajir was allocated Ksh51,737,400 for 19,162 households.
Adan advised beneficiaries facing difficulties in accessing their stipends to update their details by visiting their bank.
"Registered HSNP beneficiaries facing payment challenges are advised to visit the nearest bank branch to update their details and access their stipends," the statement further read.
HSNP is a government social protection initiative that provides regular cash transfers to vulnerable households in drought-prone areas.
It is designed to help families meet their basic food and livelihood needs, particularly during periods of drought and food insecurity.
HSNP is implemented by the NDMA under KSEIP, and also forms part of the government’s Inua Jamii social protection programme, which targets other vulnerable groups including the elderly, orphans, and persons with disabilities.
The State Department for Social Protection and Senior Citizen Affairs recently released over Ksh4.6 billion for the June and July 2025 stipends under the Inua Jamii cash transfer programme.
In a statement on Thursday, August 7, Principal Secretary Joseph Motari confirmed the funds had been released to over one million Kenyans.
"The Ministry of Labour and Social Protection, through the State Department for Social Protection and Senior Citizen Affairs, has released Ksh4,607,668,000 for payment to 1,151,917 older persons and persons living with severe disabilities enrolled in the Inua Jamii Program," he said.
Motari explained that the amount covers a two-month period and that each beneficiary will receive Ksh4,000.
"The disbursement covers stipends for both the June and July 2025 payment cycles. Each beneficiary will receive Ksh4,000, representing Ksh2,000 per month for the two months," he added.
Motari also addressed the delay in June payments, attributing it to an ongoing cleanup of the program’s data to ensure accurate targeting.
"The June cycle payment had been delayed due to a data cleanup exercise. The State Department apologizes to beneficiaries for any inconvenience caused by the delay," he further said.
