Elgeyo Marakwet Senator Kipchumba Murkomen has weighed in Chief
Justice David Maraga’s call for dissolution of Parliament for failing to enact
the gender rule, stating that the National Assembly won’t be dissolved.
Responding to a tweet by Senior Counsel Tom Ojienda,
Murkomen noted that the main reason why Parliament won’t be dissolved is
because Jubilee is not ready to receive “divorce papers”.
“I know it won’t be dissolved. The main reason is because
Tuju and Murathe are not ready to receive hundreds of divorce papers,” heposted.

By divorce papers, the Senator insinuated that some Jubilee
legislators especially those allied to Deputy President William Ruto may defect
and join a different political outfit.
This therefore means that DP Ruto’s allies may be working on
something beind the scene as they wait for the 2020 general election.
CJ Maraga Calls for
Dissolution of Parliament
On Monday, Chief Justice David Maraga wrote to President Kenyatta advising him to dissolve Parliament pursuant to Article 261(7) for failing to enact laws aimed at achieving the two-thirds gender rule.
According to CJ Maraga, calling for the dissolution is
within his powers as Chief Justice, and falls within his duty to advise the
president.
"If Parliament fails to enact legislation in accordance with an order under clause (6)(b), the Chief Justice shall advise the President to dissolve Parliament and the President shall dissolve Parliament… It is my constitutional duty to advise you, the President of the Republic of Kenya, which I hereby do, to dissolve Parliament," Maraga's statement read in part.
